A full pack, shuffled, drawn one card at a time and never the same card twice until you shuffle again. That last part matters: a draw that can repeat is not a pack, it is a dice roll with fifty-two faces, and the games that cut for high card depend on the difference.
Cutting for high card
The oldest way to decide who deals: everybody draws, highest card wins. It works here because the pack shrinks as you draw, so four people drawing in turn are drawing from the same pack in the same way they would at the table.
Two packs and jokers
Canasta, Hand and Foot and most of the larger rummy games use two packs with jokers, so both are options. The card count under the pack tells you how many are left, and shuffling puts every card back.
